  1. The 119th Inter Parliamentary Union (IPU) held on October 13-16, 2008 in Geneva, Switzerland, headed by the Honorable Speaker Prospero C. Nograles with the following Members of Delegation:

The 119th IPU Assembly was highlighted by deliberations on the current global financial crisis. Honorable Speaker Prospero C. Nograles stated that a high priority of the Philippines participation in 119th IPU Assembly was to compare notes and join forces with fellow parliamentarians in confronting the spiraling financial crisis which threatens the world community. He underlined that the Philippines cannot work alone in resolving this all encompassing problem. The Speaker called for joint action between the Philippines Congress and fraternal Parliaments all over the world.

Recognizing that the financial crisis cannot be viewed as an isolated problem, Cong. Mark Cojuangco drafted a resolution on the emergency agenda entitled, “The Financial Crisis: Loss of Confidence in the Markets”. Cong. Cojuangco, addressing the IPU Assembly on behalf of the Philippines Delegation, expressed the view that the financial crisis is closely linked to the issues of energy consumption, environmental degradation and food shortage. Fellow world parliamentarians were called on to take “definite positions” on the energy policy, particularly on the usage of nuclear power and/or renewable energy resources. He also urged the IPU members to come to a global consensus on the permissible levels of carbon and greenhouse gas emissions for all nation, and enforcement thereof.
  1. The 2nd Executive Council Meeting and 3rd Plenary Session of the Asian Parliamentary Assembly (APA) held in Jakarta, Indonesia on November 26-29, 2008 was participated in by Hon. Al Francis Bichara.
