PARLIAMENTARY SITTINGS

The Fourth legislature of the National Assembly of the Kingdom of Cambodia held its first plenary session, after the general election on 9-10 and 16 of October 2008. The Session was presided over by Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly.

During the period of the first sitting, the National Assembly enacted three (3) laws as follows:

  • National budgets for 2006
  • Bill of payment insurances of the Royal Government to China National Heavy Machinery Cooperation Company
  • Bill of payment insurances of the Royal Government to Michel Cooperation Company

In commemorating the International Day of Democracy that would be celebrated on 15 September 2008, he stated that DPR RI had planned to organize a Hearing Simulation that would be performed by the students of senior high schools. The objective of the Simulation is to socialize the political education.

October Activities

Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly, received courtesy calls and granted audiences to the following guests of honour at the National Assembly palace;

  • Hon. Andren Stephen Mace, a newly appointed Ambassador Extraordinary and Plenipotentiary of the United Kingdom of Great Britain and Northern Ireland to the Kingdom of Cambodia.
  • Hon. Jose de Venecia, Former Speaker of the House of Representatives of the Philippines.
  • Journalists of the Phnom Penh Post.
  • German Bundestag delegation in charge of Human Rights and Human Relief.
  • Hon. Dato Adnan Haji Othman, Ambassador Extraordinary and Plenipotentiary of Malaysia to the Kingdom of Cambodia, after termination of his mission to the Kingdom of Cambodia

In addition, His Excellency Mr. Say Chhum, Second Vice-President of the National Assembly, also granted audiences to the follwing international guests of honor:

  • Delegation from the Media and Education of the Vietnamese Communist Party
  • Delegate of the National Democratic Institute, NDI
  • High Delegation of the Laos People’s Party
  • The Management from IRI Organization

November Activities

Following were the activities of Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly; receiving courtesy calls and granting audiences to the following international guests of honour at the National Assembly palace;

  • His Excellency Valery A Yazev, Deputy Speaker of the State Duma of the Russian Federation.
  • Her Excellency Mrs. Lin Huisu, Chairperson of the Committee on Health, Culture, Sciences and Education of Guangdong’s National People’s Congress of China.
  • Hosted a welcome dinner for His Excellency Valery A Yazev, Deputy Speaker of the State Duma of the Russian Federation.His Excellency Juang Futang, Vice-Chairman of the Committee on Foreign Affaires of the National People’s Congress of China.
  • His Excellency the newly appointed Ambassador Extraordinary and Plenipotentiary of Myanmar to the Kingdom of Cambodia. Delegation from the Japanese Friendship Association.
  • His Excellency Tanusak Lekuthai, Chairman of the Committee on Culture, Arts and Religions of the House of Representatives of Thailand.

In addition, His Excellency Mr. Ngoun Nhel, First Vice-President of the National Assembly, led a Cambodia National Assembly delegation to participate in the Third APA Conference in Indonesia. During that time, he also had an audience with Mrs. Mireeille Eza.

December Activities

In December, Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly, received courtesy calls and granted audiences to the following overseas delegations at the National Assembly palace;

  • A high delegation of the National Policy Consultation Committee of the National People’s Congress of China.
  • Delegation of National People’s Congress of China led by Her Excellency Mrs. Cheng Chili, Chairperson of the Standing Committee of the National People’s Congress of China.
  • Their Excellencies the newly appointed Ambassadors Extraordinary and Plenipotentiary of the Kingdom of Cambodia to Japan, Republic of Indonesia, Belgium, Austria, Netherlands, Luxembourg and European Union.
  • Delegation of the Ethnic Council of the National Assembly of the Socialist Republic of Vietnam led by His Excellency Mr. Ksor Phuoc.

His Excellency Mr. Chheang Vun, Chairman of the Commission on International Cooperation and Foreign Affairs, Communication and Media of the National Assembly also granted an audience to the local civil society led by Mr. Kul Panha, Executive Director of COMFREL.
