Introduction

The National Assembly of the Kingdom of Cambodia hosted the third Workshop on “Human Capacity Development” from 23 to 26 August 2016 at the National Assembly in Phnom Penh, the Capital city of Cambodia. This is the final workshop of the three series of workshops attended by 22 participants from 8 AIPA Member Parliaments and staff of the AIPA Secretariat.

AIPA Secretary General Hon. P.O. Ram, GIZ Principal Advisor, Ms Nicole Heppner, GIZ Technical Assistance Coordinator, Mr. Bernardo Agawin Jr., and workshop facilitator Ms. Jenny Pearson, attended the workshop. On Wednesday morning, 24 August 2016 the Workshop was opened by Welcome Remarks delivered by H.E. Mr. Leng Peng Long, Secretary General of the National Assembly of the Kingdom of Cambodia, Mr. P O Ram, Secretary General of AIPA and Ms. Nicole Heppner, GIZ Principal Advisor.

This final workshop was designed in such a way that participants will achieve the following:

  • Finalized and agreed on the revised draft AIPA Human Capacity Framework;
  • Shared knowledge of each member parliaments’ Human Capacity Development Plans and analysed success and constraint factors; and,
  • Understood the Kotter 8-step model for leading change and identified tools for application

The workshop started with the Introduction, Overview of Programme and Objectives and followed by the presentation of revised AIPA Human Capacity Development Framework through a plenary discussion to review and finalize the framework statement. This final workshop focused on how to create common framework on parliamentary related human capacity needs, to enable parliaments of ASEAN member states to deal with challenges encountered by the region while at the same time improve the capacity of parliament staff to respond effectively to the whole process of the ASEAN integration.

Remarks

The Opening Ceremony of the Workshop commenced with speeches by Secretary General of the National Assembly of the Kingdom of Cambodia, H.E. Leng Peng Long, AIPA Secretary General Hon. Mr. PO Ram and Ms. Nicole Heppner, GIZ Principal Advisor.

Opening Remarks by Secretary General, Hon Leng Peng Leng

In his Opening Remarks, Secretary General of the National Assembly of the Kingdom of Cambodia, HE. Leng Peng Long conveyed his great pleasure and privilege in opening the third workshop organized at the National Assembly of the Kingdom of Cambodia. He welcomed AIPA Secretary General Hon. PO Ram, Ms. Nicole Heppner, GIZ Principal Advisor, Mr. Bernardo Agawin Jr., GIZ Technical Assistance Coordinator, and Ms. Jenny Pearson, the workshop facilitator and all staff of national secretariats of the AIPA member parliament who attended the workshop.

He conveyed that participation by the national secretariats of AIPA in the last two workshop may have reaped lots of information and experience exchanges in the area of human resources development, however the strengthening of the capacity building of parliamentary officials by attending 1 or 2 seminars/ workshops is insufficient, therefore, regular meeting based on constant numerous occasion especially through the AIPA Connect may provide a better connection network, with a view to broadly realize the training scheme and promoting knowledge mainstreaming for officials. He also stressed that the experience gained from this workshop will answer the need of member parliaments of AIPA who share common interest and aspirations.

According to H.E. Leng Peng Long, the Kingdom of Cambodia, both the Royal Government and the National Assembly have paid much greater attention to the area of human resources development, focused on nurturing the quality of education, increase national budget for education and mobilizing more financial resources from development partners.

He continued by assessing that knowledge gained from theory is intertwined with actual practice known as know-how, chiefly in relations to the engagement in specialized work performance in respective institutions. He further continued by saying that there are similarities of human capital of staff members of the secretariats of AIPA member parliaments and ASEAN governments aim to make more effective services of the two state institutions.

He also said that duties of national secretariats are to provide service for parliament and for senators and lawmakers which include drafting of aide memoir and provision of advisory and consultancy services. He expressed his hope that the workshop will produce positive outcome as a result of the tireless efforts from participants of the two previous workshops, which will become a common achievement and rule in the implementation of human resources development of national secretariats of AIPA.

Lastly, he conveyed thanks to Secretary General of AIPA, workshop facilitator and AIPA Secretariat staff.

Remarks by AIPA Secretary General, Hon. PO Ram

Secretary General Hon. PO Ram started by addressing his thanks and appreciation to Hon. Leng Peng Long, Secretary General of the National Assembly of the Kingdom of Cambodia for hosting the third and final Workshop on Human Capacity Development at Parliament of Cambodia. He informed the audience that over the years AIPA Secretariat has organized various workshops and training courses, financed by the Federal Foreign Office of the Government of the Federal Republic of Germany through GIZ.

Hon. PO Ram also said that Member Parliaments and their Secretariats have all kindly assisted AIPA in hosting the workshops in their respective parliaments by providing much needed logistical support, manpower and refreshments to make the workshops a success.

He emphasized that the purpose of the workshops and training courses is to develop and grow the capacity of the officers and staff of each parliament to a higher knowledge-based level. He also said that the projects clearly set out the criteria and objectives to be met in the various fields of the Member Parliaments’ secretariat work, to serve as a useful benchmark for member parliaments. Furthermore, he also mentioned that formalizing the working methods will also streamline their processes and make for easier inter-parliamentary coordination, communication and cooperation, with the ultimate aim of harmonizing the work of the secretariats of member parliaments, and to standardize approach that will enhance efficiency and fast track communication among the secretariats of member parliaments.

He continued by saying that besides the projects provided by GIZ, there are also other areas where AIPA Member Parliaments need to develop the capacity of the officers and staff of member parliaments, for instance in the area of research, drafting of laws, hatching policy recommendations, public awareness, and matters concerning the media.  He reminded the participants that the ultimate goal of the AIPA Secretariat is to reach out to every officer and staff in the respective parliaments to be trained in some field or other and, hence, bring about connectivity at every level across parliaments with a common work methodology, to jointly conduct research, share knowledge and information, to collaborate on public awareness initiatives, and furthermore, to jointly or severally produce publications or articles.

He said the intention is to improve not only the working attitude of the secretariat of member parliaments, but also to better understand AIPA Secretariat and ASEAN Secretariat’s working methodology.  He also said that the training tools provided will help remind everyone of ASEAN’s aspirations. Secretary General Hon. PO Ram concluded his remarks wishing for a successful and productive workshop to all participants.

Remarks by Ms. Nicole Heppner, GIZ Principal Advisor

Representing GIZ, Ms. Heppner conveyed her thanks and appreciation to Secretary General of the National Assembly of the Kingdom of Cambodia, Hon. Leng Peng Long and staff of Cambodian Parliament for generously hosting the workshop at their Parliament. She also addressed AIPA Secretary General Hon. PO Ram, Ms. Jenny Pearson, workshop facilitator and Mr. John Christopher representative of the PIC (Parliamentary Institute of Cambodia).

She said, that in a good practice paper entitled ‘Working towards Good Practice – The Challenge of Capacity Development’ published in 2006, the OECD made the first attempt to define a conceptual framework for capacity development. She said that the paper states that capacity development involves more than enhancing the knowledge and skills of individuals, and that capacity depends crucially on the quality of the organizations in which they work.

She further said that, in turn, the operations of particular organizations are influenced by the enabling environment – the structures of power and influence and the institutions – in which they are embedded. She emphasized that capacity is not only about skills and procedures; it is also about incentives and governance, and in line with the findings of the OECD, She informed the participants that GIZ’s understanding of Capacity Development is rooted in its concept of sustainable development, and it supports enhancing the capacities of individuals, organizations and societies, so that partners can articulate, negotiate and implement their own ideas for reform and development.

She also said that capacity development is a process of change, and hence is about managing transformations. She recalled that the workshop series that has been conducted together was first of all trying to enhance staff individual capacities, e.g. what aspects a sound and sustainable Human Capacity Framework needs to consist of, but she emphasized that it did not stopped at that point: By taking the drafts home to member parliaments for further consultation with their superiors, a one step further was made, also to tackle the capacity development of organizations (inside each respective member parliament of AIPA).

Furthermore, she said that the discussion and mutualizing participants’ feedback at this third workshop enables the capacity development of AIPA to continue in the long run, while on the other hand the idea to include the topic of change management in this final workshop is simply a logical consequence because introducing a new concept of human capacity development is all about managing change.

Summary of Workshop Proceedings

  • Presentation of the Revised AIPA Human Capacity Development Framework

Mr. Bernardo R. Agawin, Jr., the GIZ Regional Adviser presented the revised AIPA Human Capacity Development Framework. The following were the proposed amendments: (1) Scope and definition of “management” should be elaborated; (2) The definition of “management” should cover the operational and organizational level; and (3) Statement on the important use of capacity assessment tool should emphasized. The draft was further revised and it was presented again, and approved unanimously. There was a suggestion that an AIPA resolution be crafted encouraging member parliaments of AIPA to adopt the framework. The suggestion was also approved.

  • Peer Review of Plans

The participants were asked to group themselves into the following country groupings: Group 1: Brunei Darussalam, Thailand and AIPA Secretariat; Group 2: Vietnam, Laos and Malaysia, and Group 3: Cambodia, Myanmar and The Philippines. Then they were asked to share their HCD plans within their group and get feedback from their peers.

  • Learning Points Peer Review Exercise

After the Peer Review Exercise, the following learning points surfaced from the participants:

  1. Information and knowledge sharing is important within the organization;
  2. Different aspects of support (financial, political, etc) are important in the implementation of the plans;
  3. There is a common aspiration to strive for meaningful change within the organization; and
  4. Challenges and constraints in the implementation of the plans were identified and should be addressed effectively.
  • Change Management 

The topic of Change Management started with the presentation of the video on Who Moved my Cheese? After the video viewing, the participants were asked what the cheese and maze represent, and what type of people do the characters represent? The following were the response of the participants:

  1. The “cheese” represents wealth, means to achieve dreams, targets, and office objectives.
  2. The “maze” represents challenges, journey, trials, obstacles, environment, and life.
  3. “Sniff” is characterized as curious, skill full, innovator, motivated to find means, and can smell the change coming and get a new vision so that aren’t left behind.
  4. “Scurry” is characterized as producer, loyal follower, and takes control and gets the job done.
  5. “Hem” is characterized as afraid, pessimist, stable, complacent (comfortable), stabilizer, ignoring reality, control freak, refuses to change, satisfied, and likes to stay in their comfort zone and left behind.

After the plenary discussion, Ms. Jenny Pearson, the workshop facilitator lectured on the reasons why change is needed within organizations. Then she introduced Dr. John Kotter’s famous Eight-Step Process of Leading Change which consist of the following:

  1. Create a sense of urgency
  2. Build a guiding coalition
  3. Form strategic vision and initiatives
  4. Enlist a volunteer group
  5. Enable action by removing barriers
  6. Generate short term wins
  7. Sustain the acceleration (pace) of change
  8. Institute change in the culture

After the lecture, the participants were organized into small groups and were asked to go through the eight steps and generate a list of activities and tools that they could use to apply the Kotter model.  The participants cited following tools, among others, scenario setting, cause-and-effect analysis, stakeholder analysis, cost-benefit analysis, fund raising, pilot-demonstration projects, brainstorming, project proposal preparation, social event gathering, flexible time schedule, standard setting and drafting of rules and regulations.

  • Review of the Workshop Series

Ms, Jenny Pearson, Mr. Bernardo Agawin, Jr., and the representative of the Parliamentary Institute of Cambodia (PIC) presented what has been discussed during the three workshops held in National Assembly of Cambodia on August 21-22, 2015 and August 24-25, 2016, and in the Legislative Council of Brunei Darussalam on May 17-18, 2016.

Closing Remarks

In his closing statements, Secretary General of the National Assembly of the Kingdom of Cambodia, Hon. Leng Peng Long reiterated his great pleasure and privilege to preside at the closing of the third Workshop on “Human Capacity Development”. He was delighted that the workshop was run smoothly and successfully. He said the smooth proceeding of the workshop stemmed from the sense of high responsibility and strong determination of participants with the aim of absorbing and gaining knowledge on the vision of human capacity development, experience and other lessons learnt among participants from AIPA member parliaments. In consistency with the context of ASEAN in which this is not only for individual requirements, but also a much and indispensable need for ensuring the sustainability of parliamentary institutions as well as the entire AIPA.

He also said that the existence of methods and forms of standardized human capacity development has enable participants to come to a performance and synthesis in order to reach common appropriate standardized innovation approaches, which could serve as effective best practices for the joint implementation in the region, in response to the current context of ASEAN and AIPA cooperation

He continued by saying that the outcome of the workshop is the answer to the current working flow, more importantly AIPA member parliaments will benefit greatly from the joint achievements of this workshop, to be used as a crucial contribution to the stage by stage legislative and principled reforms, as well as human capacity development action plan placed in each respective AIPA member parliaments, in order to do everything possible to meet the actual requirements of ASEAN and AIPA towards the realization of ASEAN Vision.

He congratulated all participants from the AIPA member parliaments for their elaborative discussion and exchanges during the workshop, and expressed appreciation to the workshop facilitators. He continued by saying that Cambodia is greatly proud to forge more closer cooperation with the Foreign Office of the Federal Republic of Germany and thanking AIPA Secretariat to co-organize the first, second and this third workshop.

He also expressed his confidence that participants have achieved tremendous outcomes in the spirit of friendship, mutual understanding and good cooperation within the AIPA Family. He concluded by wishing that all distinguished participants will remain good friends of Cambodia and always welcome their visit in Cambodia, and encourage the participants to make it “a feel like home” visit when they are back in Cambodia again, with that he declared the workshop closed.
