REPORT ON THE THIRTEEN (30th)

AIPA GENERAL ASSEMBLY

2-8 AUGUST 2009

THAILAND

I. INTRODUCTION

The Thirtieth (30th) General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA) was held from 2 to 8 August 2009 in Pattaya City, Chonburi Province, Thailand.
H.E. Mr. Chai ChidChob President of the ASEAN Inter-Parliamentary Assembly and President of the National Assembly of Thailand was the President of the Assembly.

II. PARTICIPANTS

2. The 30th AIPA General Assembly was attended by delegations from Member Countries: Cambodia led by Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly; Indonesia led by H.E. Mr. Agung Laksono, Speaker of the House of Representatives; Lao People’s Democratic Republic led by H.E. Mr. Thongsing Thammavong, President of the National Assembly; Malaysia led by H.E. Mr. Tan Sri Datuk Seri Utama Pandikar Amin bin Haji Mulia, Speaker of the House of Representatives; Philippines led by H.E. Mr. Prospero C. Nograles, Speaker of the House of Representatives; Singapore led by H.E. Mr. Abdullah Tarmugi, Speaker of Singapore Parliament; Thailand led by H.E. Prof. Prasobsok Boondech, President of the Senate.
Viet Nam led by H.E. Mrs. Tong Thi Phong, Vice President of the National Assembly.

3. It was also attended by delegations from Special Observers Brunei Darussalam led by H.E. Yang Amat Mulia P.I.M. Pengiran Anak Kemaludin Al-Haj, Speaker of Legislative Council; and Myanmar led by Hon. Dr. Tun Shin, Commission Member of the Commission for Holding the National Referendum and Deputy Attorney General.

4. Observer Delegations from Australia led by Hon. Ms. Annette Hurley, Canada led by Hon. Mr. Bryon Wilfert; People’s Republic of China led by Hon. Mr. Zha Peixin; Japan led by Hon. Ms. Shimoda Atsuko; and the Russian Federation led by Hon. Mr. Iskuzhin Rudik, also participated in the General Assembly.

5. In addition, it was also attended by Special Guests of the Host Parliament as delegations from Timor-Leste led by Hon. Mr. Francisco Miranda Branco; Dr. Surin Pitsuwan, the Secretary-General of ASEAN and Mr. Anders B. Johnsson, the Secretary-General of Inter-Parliamentary Union (IPU).

6. The list of Delegates, Special Observers, Observers and Special Guests is attached as Annex A.

III. EXECUTIVE COMMITTEE MEETING

7. The Executive Committee, compromising the Leaders of Delegations of the Member Countries and Special Observers, and two delegates from each delegation, met on 3 August, 2009 at 1.30 pm, to considered and approved the following:

  • Nomination and Appointment of Vice-Chairpersons and Rapporteur of the AIPA Executive Committee Meeting
  • The Application by Brunei Darussalam for Admission as a full Member of AIPA
  • Presentation by the President of AIPA on recent Meetings of AIPA
  • Programme of Activities for the 30th AIPA General Assembly as Annex B
  • Agenda for the 30th AIPA General Assembly as Annex C
  • Topics Items for Dialogue with Observers as Annex D
  • Composition of Committees as Annex E
  • The Meeting between Leaders of AIPA Delegations and AIPA Special Observers and the Prime Minister of the Kingdom of Thailand, the Chairman of ASEAN
  • The Meeting between AIPA Delegations and Dr. Surin Pitsuwan, ASEAN Secretary-General
  • Notification on the Invitation of IPU Secretary-General and Timor-Leste to participate the 30th AIPA General Assembly as guests of the host parliament

Date and Venue of the 31st General Assembly

9. The Meeting agreed to hold the 31st AIPA General Assembly in Ha Noi, Viet Nam from 19 to 25 September 2010.

IV. CALL ON MR. CHAI CHIDCHOB, PRESIDENT OF AIPA

10. On 4 August 2009 at 7.45 am and 8.15 am, the Leaders of the Delegations of the Member Countries and the Special Observers, and the Leaders of Delegations of the Observers and the Special Guests of the Host Parliament, respectively paid a courtesy call on H.E. Mr. Chai Chidchob, President of AIPA.

V. OPENING CEREMONY OF THE 30TH AIPA GENERAL ASSEMBLY

11. The Opening Ceremony of the 30th AIPA General Assembly was held on 4 August 2009 at 9.00 am. The Prime Minister of the Kingdom of Thailand, H.E. Mr. Abhisit Vejjajiva as well as H.E. Professor Prasobsook Boondech President of the Senate of the Kingdom of Thailand delivered the welcome speeches. The 30th AIPA General Assembly was declared opened by H.E. Mr. Chai Chidchob President of the ASEAN Inter-Parliamentary Assembly and President of the National Assembly of Thailand

12. Written Messages from Heads of State/Government are attached as Annex G1.

13. Welcome Address by H.E. Mr. Abhisit Vejjajiva, Prime Minister of the Kingdom of Thailand, Welcome Address by H.E. Professor Prasobsook Boondech, President of the Senate of the Kingdom of Thailand, and Opening Address by H.E. Mr. Chai Chidchob, President of the National Assembly of the Kingdom of Thailand and President of AIPA are attached as Annexes G2 – G4.

VI. FIRST PLENARY SESSION OF THE GENERAL ASSEMBLY

14. The First Plenary Session of the General Assembly was held on 4 August 2009 at 10.45 am. It was presided by H.E. Mr. Chai Chidchob, President of AIPA.

Nomination of Vice-Presidents of the General Assembly

15. Pursuant to Article 8 of the Statues of AIPA, the General Assembly nominated the following as Vice-Presidents : Cambodia, Samdech Akka Moha Ponhea Chakrei Heng Samrin; Indonesia, H.E. Mr. Agung Laksono; Lao People’s Democratic Republic, H.E. Mr. Thongsing Thammavong; Malaysia, H.E. Mr. Tan Sri Datuk Seri Utama Pandikar Amin bin Haji Mulia; Philippines, H.E. Mr. Prospero C. Nograles; Singapore, H.E. Mr. Abdullah Tarmugi and Viet Nam, H.E. Mrs. Tong Thi Phong.

Admission of the Legislative Council of Brunei Darussalam as a full member of AIPA

16. A resolution to admit Brunei Darussalam as a full member of AIPA was signed by the President AIPA, H.E. Mr. Chai Chidchob, and the Speaker of the Legislative Council of Brunei Darussalam as Witness. The flag of Brunei Darussalam was transferred to the stand of flags of AIPA member countries. The President of the AIPA made a welcome statement and the President of the Legislative Council of Brunei Darussalam made an acceptance speech.

17. The Resolution to admit Brunei Darussalam as a full member of AIPA is attached as Annex H1.

18. The Acceptance Speech by the Speaker of Brunei Darussalam is attached as Annex H2.

23 The General Assembly considered and adopted the following items in the Order of Business:

VII. COMMITTEE MEETINGS

24 The respective Committees on Political Matters, Economic Matters, Social Matters and Organizational Matters met on 5 August 2009 at 9.00 am and considered the Agenda assigned to them by the General Assembly. The Committee on Joint Communique met on 5 August 2009 at 2.00 pm to draft the Joint Communique of the 30thAIPA General Assembly.

Committee on Political Matters

25 The Committee on Political Matters was chaired by Hon. Mr. Charoen Kanthawongs with Hon. Asst. Prof. Perayot Rahimmula as Rapporteur.

26 The Committee approved five resolutions for adoption by the General Assembly.

Meeting of Women Parliamentarians of AIPA (WAIPA)

33 The Meeting of Women Parliamentarians of AIPA (WAIPA) was held on 3 August 2009 at 9.00 am. The meeting was chaired by Hon. Assoc. Prof. Tassana Boontong with Hon. Mrs. Pikulkeaw Krairiksh as Rapporteur.

34 The Meeting approved four resolutions for adoption by the General Assembly:

(b) Resolution No. Res 30GA/2009/WAIPA/02 on Roles of Women in Building an ASEAN Community

(d) Resolution No. Res 30GA/2009/WAIPA/04 on the Empowerment and Contribution of Women in Politics

Committee on Joint Communique

35 The Committee on Joint Communique was chaired by Hon. Col. Apiwan Viriyachai with Hon. Mr. Anusart Suwanmongkol as Rapporteur. It drafted the Joint Communique of the 30th AIPA General Assembly and submitted the same for approval by the General Assembly.

Dialogue Panels with Observers

36 Five AIPA dialogue panels were formed and met in separate meeting with the five Observers. Each panel was given a free hand in selecting topics in the Agenda approved by the General Assembly at its First Plenary Session.

37 The main topic was the Role of Observers Towards ASEAN Community:

– Regional and Global Politics and Security

– Economic and Trade Cooperation and Foreign Investments

– Human Security, Strong Society, Public Health, and Threats from Pandemic Diseases

– Environment and Sustainable Development

– Information and Communication Technology

38 The five AIPA panels were each chaired by delegates from Thailand:

VIII. SECOND PLENARY SESSION OF THE GENERAL ASSEMBLY

40 The Second Plenary Session of the General Assembly was held on 6 August 2009 at 10.00 am and was presided by H.E. Mr. Chai Chidchob, President of AIPA.

Presentation of Reports of the Committees by Chairpersons of Committees and Adoption of Reports

41 The Chairman of the Committees on Political Matters, Economic Matters, Social Matters and Organizational Matters, WAIPA and Joint Communique presented their respective reports. The reports were approved by the General Assembly.

42 The Reports of the Committees are attached as Annexes N, O, P, Q and R.

Date and Venue of 31st AIPA General Assembly

43 It was agreed that the 31st AIPA General Assembly would be held in Hanoi,
Viet Nam from 19 to 25 September 2010.

Signing of the Joint Communique

44 The Joint Communique was signed by H.E. Mr. Chai Chidchob, President of AIPA and the Leaders of Delegations of Member Countries and Special Observers.

Closing Remarks of H.E. Mr. Chai Chidchob, President of AIPA

46 H.E. Mr. Chai Chidchob, President of AIPA, delivered his closing remarks. The text of his Closing Remarks is attached as Annex U.

Transfer of Office of President of AIPA

47 H.E. Mr. Chai Chidchob, outgoing President of AIPA, handed over the AIPA Gavel to H.E. Mrs. Tong Thi Phong, Vice President of the Viet Nam National Assembly, symbolizing the handing over of the Presidency of AIPA from Thailand to Viet Nam.

48 The Signed Instrument of Transfer of Office of the AIPA President is attached as Annex W.

Acceptance Speech by H.E. Mrs. Tong Thi Phong

49 H.E. Mrs. Tong Thi Phong, Vice President of the National Assembly, delivered her acceptance speech as President of AIPA.
