REPORT OF THE
COMMITTEE ON ORGANIZATIONAL MATTERS
Mr Chairman
I have the honour to submit the following Report of the Meeting of the Committee on Organizational Matters:
1. The Committee on Organizational Matters met on 5 August 2009 with Assoc. Prof. Tassana Boontong as the chairperson and Col. Apiwan Wiriyachai as the Rapporteur. The following parliamentarians from the AIPA member countries attended the meeting:

d. The Appointment of the Second Secretary General of AIPA
e. Report of AIPA Seminar on Enhancing Parliamentary Training Cooperation
f. Evaluation on AIPA’s Participation in ASEAN Activities
g. Expression of Gratitude to Brunei Darussalam for its Donation of US$15,000.00 to AIPA in 2009

i. Date and Venue of 31st General Assembly
a) Secretariat Annual Report FY 2008/2009
The Committee approved the Secretariat Annual Report FY 2008/2009 submitted by the Secretary General.
b) Financial Reports of the AIPA Secretariat for the Periods 1 July 2008 to 30 September 2008, 1 October 2007 to 30 September 2008, 1 October 2008 to 30 June 2009 and Estimated Expenditure for 1 July 2009 to 30 September 2009
The Committee approved the Financial Report of the AIPA Secretariat for the periods, 1 July 2008 to 30 September 2008, 1 October 2007 to 30 September 2008 and 1 October 2008 to 30 June 2009, and Estimated Expenditure for 1 July 2009 to 30 September 2009.
c) Budget Proposal for the AIPA Secretariat for the Period 1 October 2009 to 30 September 2010 (FY 2009/2010)
The Committee approved the budget proposal for the AIPA Secretariat for the period 1 October 2009 to 30 September 2010.
d) The Appointment of the Second Secretary General of AIPA
The Committee acknowledged that the three-year term of office of the first AIPA Secretary General, Dato’ Md Yusoff bin Md. Zain, from Malaysia will end on 30 April 2010 according to the Working Agreement of the Secretary General and accordingly requested the Philippines to nominate the Second Secretary General to be appointed by the President of AIPA. The Committee requested that the hand over the office of the Secretary General takes place within three months before the current Secretary General completes his term at the Headquarters of the AIPA Secretariat in Jakarta. The new Secretary General should begin his/her term of office of the AIPA Secretariat on 1 May 2010.
The Committee agreed to pay the gratuity to Dato’ Md Yusoff bin Md Zain, the current AIPA Secretary General, in accordance with the Working Agreement of the Secretary General of AIPA the sum of US$18,900.00. This shall be reflected in the budget proposal for FY 2010 and to be paid partly from the US$ 15,000.00 donation from Brunei Darussalam in FY 2009. The Committee also agreed to pay gratuities to future Secretary Generals at the end of his/her term of office based on the Working Agreement.
e) Report of AIPA Seminar on Enhancing Parliamentary Training Cooperation
The Committee adopted the Report and Recommendations of the Seminar on Enhancing Parliamentary Training Cooperation hosted by Vietnam in Ho Chi Minh City from 1 to 2 December 2008.
f) Evaluation on AIPA’s Participation in ASEAN Activities
The Committee acknowledged the paper submitted by the AIPA Secretariat on Evaluation on AIPA’s Participation in ASEAN Activities and its Financial Implications and further acknowledged the discussion the President of AIPA, Leaders of AIPA Delegations and Special Observer had with the Chairman and the Secretary General of ASEAN at the AIPA 30th General Assembly during which the Chairman and the Secretary General of ASEAN had expressed their strong commitment to the proposals raised in the aide memoir entitled “The Key Points from the Discussion between AIPA Delegation and Secretary General of ASEAN”, dated 3 August 2009 and the Statement of H.E Mr Chai Chidchob to the Chairman of ASEAN, at the Meeting between Leaders of AIPA Delegations and Special Observer and the Chairman of ASEAN during the 30th AIPA General Assembly. The Committee recommended AIPA to implement the recommendations in all of the aforesaid documents.
g) Expression of Gratitude to Brunei Darussalam for its Donation of US$15,000.00 to AIPA in 2009
The Committee expressed its appreciation and gratitude to Brunei Darussalam for its continued support and generous donation of US$15,000.00 to AIPA in 2009.
h) Appreciation of the Services of His Excellency Chai Chidchob, President of AIPA
The Committee expressed its appreciation and gratitude to H.E Chai Chidchob for his services to the organization during his term of office of the President of AIPA.
i) Date and Venue of 31st General Assembly
The Vietnamese Delegation informed the meeting that the 31th General Assembly will be held in Ha Noi, Viet Nam from 19 to 25 September 2010.
